firefox-esr-l10n-fr software package provides French language package for Firefox ESR, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install firefox-esr-l10n-fr
firefox-esr-l10n-fr is installed in your system.
Make ensure the firefox-esr-l10n-fr package were installed using the commands given below,
$ sudo dpkg-query -l | grep firefox-esr-l10n-fr *
